According to the study of the subcommittee, the lake has an area of 6.343 square kilometers (12,468 ropani 3 paisa 3 daam). This is the area of the highest water edge identified during heavy rains in Pokhara on Asad 12, 081. The area of the lake has been determined through DGPS technology and drone surveys.
The area made public by the facilitation committee through a press conference on Friday is 617 square kilometers (1,213 ropani) more than the previous report. The last time the Punya Poudel Commission report was made public in 2077, it concluded that the area of Fewa Lake was 5.726 square kilometers, or 11,255 ropanis, 11 annas and 1 paisa. The area was published in the Gazette on 2078 Falgun 16. After the Supreme Court issued an order in the name of all three governments, the report was effectively dismissed, which led to a new study.
On 2080 Ashad 4, the Supreme Court had ordered the Government of Nepal, the Gandaki Province Government and the Pokhara Metropolitan City to demolish the structures within 65 meters from the peak flow of the rainy season water across Fewa Lake within 6 months. The Supreme Court had ordered that all structures within 65 meters be removed within 6 months and that the area between 65 meters be declared a complete green zone. The full text of the order was made public in 2080 Ashoja. After this, a facilitation committee was formed in 2080 Mangsir under the coordination of Chief Minister Surendra Raj Pandey, comprising Pokhara Metropolitan City, Chief Secretary of the Provincial Government, Chief Attorney, Vice President, Chief District Officer, Lake Conservation Authority, Gandaki Provincial Police Chief, Armed Police Deputy Inspector General Muktinath Bahini, National Investigation Office Gandaki as a member, and Pokhara Metropolitan City's Chief Administrative Officer as a member secretary. The meeting of the committee held on 2080 Magh 11 formed a technical subcommittee to delimit the lake and submit a report.
According to the report given to the committee by the subcommittee, the total area of Fewa Lake, including 65 meters from the lake, is 7.616 square kilometers (14,970 ropani 5 anas 2 daam), said Pokhara Metropolitan City Mayor Dhanraj Acharya. Including 65 meters, the area that will be determined is 1.89 square kilometers (3,535 ropani) more than what the government had previously identified.
Even though the Supreme Court has ordered the removal of structures built within the 65-meter area within 6 months, the work of burying poles is now starting. Chief Minister Surendra Raj Pandey said that it took time to identify the highest water level of the monsoon and that they are in constant contact with the Supreme Court regarding the progress of the implementation of the verdict.
He said that the facilitation committee will start burying 1,055 poles in the Tal Ghar area from Saturday. After burying the poles, the condition of the land falling within the Tal Ghar will be studied and whether compensation should be given or not, contaminated registration, registration before/after 031 BS, and the condition of the physical structure will be confirmed, he said. After this, the land falling within the 65-meter area will be evaluated.
“After all this work is completed, we will reach the stage of maintaining the green area as ordered by the Supreme Court. Then, the stage of whether compensation should be given or not will begin after looking at the evidence,” he said. He said that the issue of how much compensation will be given and how it will be given will be initiated with the direct involvement of the Union Government after the study is completed.
